| Zhejiang Police College is the only higher learning institute of police education and training at the provincial level and is responsible for the provision of full time academic education of policing and professional training of active police officers, and an educational aid program for Tibet and China Aid training programs. The college is also a national training base for new police chiefs at the county level, a police field training base of the MPS, a sci-tech and informationalization training base of the MPS, a China Aid training site of the MPS and the Ministry of Commerce, an organizer of China-Europe Police Training Program of the MPS. Its predecessor is Zhejiang Provincial School for Public Security Cadres, which was founded in May 1949. The college experienced different period with different names in its history, from Zhejiang Public Security School, Zhejiang Junior College of Public Security to Zhejiang Public Security College. In July 2000, Zhejiang Provincial People's Police School was merged into the college. In March 2007, The Ministry of Education and Zhejiang Provincial People's Government granted that the college be upgraded as a college of undergraduate education and be named as Zhejiang Police College.
Currently, the college offers 10 undergraduate programs such as Criminal Investigation, Forensic Science, Public Order Management, Traffic Control, Law, Computer Science and Technology, Investigation of Economic Crimes, International Police Cooperation, Police Command and Tactics, Law Enforcement on Internet Security. It has a group of teaching staff with reasonable age structure, educational structure, and title structure, which makes the faculties competent for the full time undergraduate education of policing and professional training of active police officers. Also, a group of noted experts and scholars, both from home and abroad, such as the famous Chinese forensic scientist in the USA, Dr. Henry Lee, and academician Liu Yao of the Chinese Engineering Academy, are engaged as honorary professors, or guest professors.
There are such police training facilities as crime scene scenario, driving training field, and shooting range on the campus. The college also has one key laboratory of the Ministry of Public Security, two experiment-teaching labs for undergraduate education at the provincial level, six college level experiment centers with 36 labs. There are nine closer college-police cooperation partners among the grass-root police agencies in the province, and 39 theoretical research bases, 59 practice bases established in the police units at different levels all over the province. 19 research institutes, such as the first international police firearms tactics institute in the country, research centers for police science and technology, police theory, non-traditional security threats in the ASEAN, are set up in the college. The college also publishes a campus newspaper and a journal. The number of books in the library is more than 864100. And the college became one of the first model colleges and universities in Zhejiang Province for the construction of Digital Campus.
The college has always been upholding opening policy in its development and has reached agreement of cooperation and exchange with Sam Houston State University in the USA, Soon Chun Hyang University in the South Korea, Queensland University of Technology in Australia, Nippon Medical School, Scuola Superiore Di Polizia, Univeristé de Montréal in Canada, Tsinghua University, Tongji University, China Criminal Police University, Yunnan Police Officers Academy etc. and a variety forms of cooperation in the development of talents and research have been in the practice. The college organizes the annual Police and Science International Forum and the monthly Zhejiang Police Forum, and experts and scholars from home and abroad are invited to give lectures and exchange with the audience, which provides a platform of high level police exchange and cooperation for police agencies. In the year of 2009, the college was listed as an execution unit of the projects of introduction of foreign intellectual resources by the Ministry of Public Security as approved by its International Cooperation Department.
In the its history of more than 60 years, Zhejiang Police College has been committed to its motto of Loyalty, Preciseness, Unity, Devotion”. Now, Zhejiang Police College has developed into a public security college with high-level education and distinct characteristics, and also awarded honors of “Model Collectivity of National Unity and Progress” and “Zhejiang Civilized Unit” by the State Council and Zhejiang Provincial Government. The college will adhere to the principles of “Establishment with Politics, Management with Strictness, Foundation with Quality, Schooling with Characteristics, Improvement with Reform, Prosperousness with Development”, and spare no effort to make the college a police education and training center, research center and information and literature center for police agencies in Zhejiang Province and build it into an open, modern police college with distinct characteristics. |
