2019 Statistical Bulletin on the Economic and Social Development of Zhejiang Province

In 2019, facing a complex situation both at home and abroad with increasing risks and challenges, Zhejiang continued to take Xi Jinping thoughts on socialism with Chinese characteristics for the new era as the guide, fully implement the decisions of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th Central Committee, adhere to the general tone of seeking progress in stability, the main line of supply-side structural reform, the deepening of the "double-eight strategy" and restarting of reform and opening up, and carry out the ten major action plans for enriching the people and strengthening the province. Focusing on stabilizing the enterprises, increasing the momentum, safeguarding safety, and promoting high-quality development, competitiveness and modernization, Zhejiang made every effort to do a good job in the "six aspects of stability" and "three aspects of services", so that its economic and social development had entered a new stage, the quality of development steadily improved, people's lives and well-being continued to become better, social undertakings developed fast, the quality of the ecological environment saw overall improvement, and new progress was made in the construction of "two high levels".


1. General Survey


Estimated from the province's 5‰ population change sample survey in 2019, the permanent population of the province was 58.5 million at the end of the year, an increase of 1.13 million over the end of the previous year. The male population was 30.05 million and the female was 28.45 million, accounting for 51.4% and 48.6% of the total population respectively. The newly-born population of the year was 609,000, with a birth rate of 10.51‰; the death population was 320,000, with a death rate of 5.52‰; the natural growth rate was 4.99‰, and the urbanization rate was 70.0%.


According to preliminary calculations, the annual gross regional product (GDP) was 6,235.2 billion yuan, an increase of 6.8% over the previous year. The added value of the primary industry was 209.7 billion yuan, that of the secondary industry was 2,656.7 billion yuan, and that of the tertiary industry was 3,368.8 billion yuan, an increase of 2.0%, 5.9% and 7.8% respectively. The contribution rate of the tertiary industry to GDP growth was 58.9%. The added value structure of the three industries was 3.4: 42.6: 54.0. Per capita GDP was 107,624 yuan (converted to US$15,601 at the annual average exchange rate), an increase of 5.0%. According to the results of the fourth national economic census and China’s GDP accounting system, Zhejiang’s GDP in 2018 was revised to 5,800.3 billion yuan, and the structure of the added value of the three industries was revised to 3.4:43.6:53.0.

In the whole year, consumer prices rose by 2.9% over the previous year, of which food prices rose by 8.0%, retail prices of commodities rose by 2.5%, the prices of agricultural production materials rose by 2.9%, the ex-factory prices for industrial producers fell by 1.1%, the purchasing prices for industrial producers fell by 2.9%, and the prices of investment in fixed assets rose by 2.1%.

In the whole year, 1.257 million new jobs were created in urban areas. The urban registered unemployment rate at the end of the year was 2.52%, a decrease of 0.08% from the previous year. The urban surveyed unemployment rate remained at 4.2% to 4.4% each quarter, and was 4.3% in the fourth quarter.


The supply-side structural reform continued to deepen. The capacity utilization rate of industrial enterprises above designated size was 81.3%. Among industries above designated size, the added value of high-energy-consuming industries increased by 7.1%, accounting for 35.3% at comparable prices. At the end of the year, the area of commercial housing for sale decreased by 12.8% over the end of the previous year, of which the area of commercial housing for sale decreased by 17.8%. The asset-liability ratio of industrial enterprises above designated size was 55.1%, and that of service industry enterprises above designated size was 53.8%. In the whole year, the cost per hundred yuan of operating income of industrial enterprises above designated size was 83.57 yuan, a decrease of 0.38 yuan. Investment in transportation, ecological protection and environmental governance, scientific research and technical service industries grew by 16.3%, 19.5% and 99.1% respectively.


New momentum growth accelerated. The economic added value of new industries, new business forms and new models accounted for 25.7% of GDP throughout the year. The added value of the core industries of the digital economy was 622.9 billion yuan, an increase of 14.5% over the previous year at comparable prices. Among the industries above designated size, the added value of the core industries of the digital economy, culture, energy conservation and environmental protection, health products, high-end equipment, and fashion manufacturing increased by 14.3%, 4.4%, 5.7%, 8.3%, 5.2% and 4.2% respectively; the added value of high-tech equipment manufacturing, and strategic emerging industries increased by 14.3%, 8.0%, 7.8%, and 9.8% respectively, accounting for 14.0%, 54.5%, 40.9% and 31.1% respectively; the artificial intelligence industry grew by 21.3%. Among the strategic emerging industries, the added value of the new generation of information technology, new energy, biology and new materials industries increased by 18.4%, 11.9%, 11.6% and 8.8% respectively. Online retail sales were 1977.3 billion yuan, an increase of 18.4%; the online consumption of residents in the province was 998.4 billion yuan, an increase of 18.5%.


The efficiency of development improved. The annual labor productivity of all employees[2] is estimated to be 162,000 yuan/person, an increase of 5.7% over the previous year at comparable prices; the labor productivity of industrial enterprises above designated size was 247,000 yuan/person, an increase of 9.6%. The total fiscal revenue was 1.2268 trillion yuan, an increase of 4.8% over the previous year; the general public budget revenue was 704.8 billion yuan, an increase of 6.8%. Among them, tax revenue was 589.8 billion yuan, an increase of 5.6%, accounting for 83.7% of general public budget revenue. Public budget revenue and economic growth were basically synchronized, and the effects of tax and fee reduction policies have been fully reflected. The general public budget expenditure was 105.3 billion yuan, an increase of 16.5%, and the people's livelihood expenditure accounted for 76.2% of the fiscal expenditure. The total profit of industrial enterprises above designated size was 475.9 billion yuan, an increase of 5.4%. Among them, the total profit of high-tech, equipment manufacturing, and strategic emerging industries increased by 7.8%, 7.3%, and 9.8% respectively; the operating income margin was 6.35%, an increase of 0.12 percentage point. The operating income of service industry enterprises above designated size[3] was 1,828.4 billion yuan, an increase of 16.3% over the previous year. The operating profit of service industry enterprises above designated size was 246.5 billion yuan, an increase of 16.1%.


2. Agriculture and Rural Areas


The grain sown area of the year was 977 thousand hectares, an increase of 0.2% over the previous year, and the total output was 5.92 million tons, a decrease of 1.2%; the sown area of rapeseed was 117 thousand hectares, an increase of 11.3%; that of vegetables was 646 thousand hectares, an increase of 1.1%; that of flowers and seedlings was 162 thousand hectares, an increase of 2.2%; that of Chinese medicinal materials was 53 thousand hectares, an increase of 6.3%; that of fruit melons were 99 thousand hectares, a decrease of 1.0%.


The total output of pork, beef, mutton and poultry in the whole year was 940,000 tons, a decrease of 9.9% over the previous year; the total output of aquatic products was 6 million tons, an increase of 0.8%. Among them, the output of marine products was 4.67 million tons, a decrease of 0.4%; the output of freshwater products was 1.33 million tons, an increase of 5.3%. At the end of the year, there were 4.27 million live pigs on hand, a decrease of 17.3%, and 7.56 million live pigs put to the market, a decrease of 17.1%.


Modern agricultural parks and grain production functional areas were constructed by high standards. A total of 59 provincial-level modern agricultural parks and 113 characteristic agricultural towns were created, and 80 demonstration agricultural industry chains with a single output value of more than 1 billion yuan were built. A total of 8.19 million mu of grain production functional areas was under strict protection. 913 pollution-free, green, organic agricultural products were newly put to the market. A total of 158,000 mu of green food base were newly set up. A total of 229,000 mu of pollution-free agricultural products were identified in the modern agricultural parks and grain production functional zones, and the ratio of green, organic, harmless products in the main edible agricultural products was more than 55.6%.


A beautiful rural area for the new era was under comprehensive construction. A total of 11.4 million mu of land was under improvement and ecological restoration in the entire rural area. 1,775 additional villages carried out waste sorting and treatment, and the total number covered 76% of the villages. The recycling rate of rural household waste was 46.6%, the resource utilization rate was 90.8%, and the harmless treatment rate was 100%. 12,000 kilometers of rural roads were built and upgraded, and 24 million precious trees were planted. An additional number of 5.22 million rural people had access to standard drinking water. There were 3,018 additional villages with scenic spots above A level, including 429 with 3A level, 7 additional Chinese historical and cultural towns, 16 additional famous villages, and 8 national agricultural heritages. There were 746 provincial-level key cultural villages and general cultural villages under construction. 100 beautiful rural demonstration towns were set up, together with 300 characteristic villages, 200 high-standard domestic waste classification villages, and 20 demonstration villages in protection of historical and cultural (traditional) villages.


In the whole year, we trained 560,000 farmers, 130,000 rural practical talents, and 24,000 high-quality farmers, updated the knowledge of 5,000 basic-level agro-technicians, and enrolled a total of 3,625 high-quality farmers for higher vocational education.


3. Industry and Construction


The annual added value of industrial enterprises above designated size was 1,615.7 billion yuan, an increase of 6.6% over the previous year. Specifically, the added value of state-owned and state-controlled enterprises increased by 4.7%; of private enterprises, 8.0%; of foreign-invested enterprises, 2.1%; of Hong Kong, Macao and Taiwan-invested enterprises, 6.1%.The added value of 17 traditional manufacturing industries increased by 6.4%. The sales output value of industries above designated size was 7100 billion yuan, an increase of 3.7%, of which the export delivery value was 1197.3 billion yuan, an increase of 1.3%. The output value rate of new products was 38.2% for enterprises above designated size, 2.4 percent higher than the previous year. The output of tablet computers (59.2 times), 3D printing equipment (18.3 times), optical fibers (1.5 times), urban rail vehicles (69.0%), solar cells (26.7%), and industrial robots (8.7%) grew rapidly.


The added value of the construction industry throughout the year was 378 billion yuan, accounting for 6.1% of GDP.



4. Fixed Asset Investment and Real Estate Industry


The annual fixed asset investment increased by 10.1% over the previous year. Non-state investment increased by 6.8%, accounting for 66.0%; private investment increased by 7.2%, accounting for 61.5%. Transportation investment, high-tech industry investment, private project investment, eco-environmental protection and public facility investment increased by 16.3%, 21.8%, 13.7% and 4.1% respectively. Industrial investment, manufacturing investment and equipment manufacturing investment increased by 9.7%, 12.9% and 13.2% respectively. 335 projects led by the provincial governor, city mayors and county heads were under construction, with an operating rate of 68.4%, exceeding the target requirements.


Investment in real estate development increased by 7.4% over the previous year, of which residential investment increased by 8.0%, office building investment increased by 9.7%, and commercial business housing investment decreased by 0.6%. The sales area of commercial housing was 93.78 million square meters, a decrease of 3.9%; the sales of commercial housing was 1,435.2 billion yuan, an increase of 1.9%.


5. Domestic Trade


The total retail sales of consumer goods for the year totaled 2,717.6 billion yuan, an increase of 8.7% over the previous year. According to the statistics by the place, the retail sales of consumer goods in urban areas were 2243.2 billion yuan, an increase of 8.5%; the retail sales of rural consumer goods were 474.4 billion yuan, an increase of 9.7%. According to the statistics by consumption type, retail sales of goods amounted to 2,420.5 billion yuan, an increase of 8.6%; catering revenues amounted to 297.2 billion yuan, an increase of 9.4%.


Of the retail sales for the trades above designated size, sports and entertainment products, books, newspapers and magazines, communication equipment, daily necessities, and furniture increased by 54.0%, 32.1%, 23.6%, 21.1% and 17.5% respectively over the previous year. The retail sales of new consumer goods such as smart phones, wearable smart devices, new energy vehicles, smart home appliances and audio-visual equipment increased by 124.0%, 85.1%, 57.2% and 42.6% respectively. The retail sales of wholesale and retail businesses conducted on the public network increased by 25.6%.


There were 3,783 commodity markets of various types in the province, with an annual transaction volume of 2.3 trillion yuan, an increase of 5.1% over the previous year. Among them, there were 274 billion-level markets, 39 ten-billion-level markets, and 2 100-billion-level markets.


6. International Business


The total value of imports and exports of goods for the year was 3083.2 billion yuan, an increase of 8.1% over the previous year. Specifically, exports amounted to 2,307 billion yuan, an increase of 9.0%, accounting for 13.4% of the country's total, and their share increased by 0.5% over the previous year; imports amounted to 776.2 billion yuan, an increase of 5.8%. The export of private economy totaled 1841.5 billion yuan, an increase of 11.5%, accounting for 79.8% of the total export, and the proportion increased by 1.8 percent over the previous year. The export of mechanical and electrical products amounted to 1013.1 billion yuan, an increase of 10.0%; the export of high-tech products was 160.5 billion yuan, an increase of 14.0%. The total imports and exports to countries along the "Belt and Road" were 1,045.8 billion yuan, an increase of 16.7%, of which exports were 796.1 billion yuan, an increase of 16.8%. The China-Europe (Yiwu-Xinjiang-Europe) train ran 528 times. We promoted the expansion of the rights of the China (Zhejiang) Pilot Free Trade Zone. In 2019, the fixed asset investment in the free trade zone amounted to 46.18 billion yuan, with 6,927 new registered companies and 2,917 new oil companies.



3,580 foreign investment projects were newly approved, an increase of 51 over the previous year; contractual foreign investment amounted to US$43.65 billion, and actual use of foreign investment reached US$13.56 billion, an increase of 17.5% and 8.7% respectively. In the secondary industry, the manufacturing industry actually used US$ 4.37 billion of foreign capital, an increase of 13.2%. There were 3,002 tertiary industry investment projects, an increase of 62 over the previous year, accounting for 83.9% of the total foreign investment projects; contractual foreign investment was US$32.80 billion, and actual use of foreign investment amounted to US$8.86 billion, an increase of 21.2% and 7.6% respectively, accounting for 75.1% and 65.3% of total foreign investment.


A total of 763 overseas enterprises and institutions were registered and approved throughout the year, an increase of 26 over the previous year. The registered value of overseas direct investment was 83.08 billion yuan, a decrease of 34.1%. The turnover of foreign economic cooperation was 54.57 billion yuan, an increase of 5.2% over the previous year. The turnover of foreign contracted projects was 46.46 billion yuan, a decrease of 2.7%; the value of newly signed contracts was 36.35 billion yuan, an increase of 33.1%; a total of 17,602 contracted workers of various types were dispatched to work abroad, and the actual income of dispatched laborers amounted to 1.37 billion yuan.


7. Transportation, Post and Telecommunications and Tourism


The added value of transportation, storage and postal industry amounted to 196.2 billion yuan in the whole year, an increase of 6.0% over the previous year. The total mileage of highways in the province reached 120,000 kilometers, of which 4,643 kilometers are expressways. There were 7 civil aviation airports in total, with an annual passenger throughput of 70.15 million, of which 36 million were dispatched. Railway, highway and water transportation completed a cargo turnover of 1,239.1 billion ton-kilometers, an increase of 7.4% over the previous year; a passenger turnover 112.9 billion person-kilometers, an increase of 2.3%. The province's above-scale ports completed a cargo throughput of 1.72 billion tons, an increase of 11.0% [4], of which coastal ports completed 1.35 billion tons, an increase of 8.3%. Ningbo-Zhoushan Port completed a cargo throughput of 1.12 billion tons, an increase of 7.9%. Its container throughput ranked third in the world, reaching 27.53 million TEUs, an increase of 4.5%.



As of the end of 2019, there were 14.86 million small passenger vehicles in the province, of which 13.67 million were private cars (personal small and micro passenger vehicles).


The total postal business [5] for the year was 317.8 billion yuan, an increase of 36.6% over the previous year; the total telecommunications business [6] was 671.6 billion yuan, an increase of 63.8%. At the end of the year, there were 87.36 million mobile phone users, an increase of 4.28 million over the previous year, of which 70.72 million were 3G, 4G, and 5G mobile phone users. There were 27.82 million fixed Internet broadband access users, an increase of 1.34 million, of which 25.09 million were fiber broadband access users, an increase of 1.6 million. There were 70.47 million mobile Internet users, a decrease of 10.89 million. The express delivery business volume was 13.3 billion pieces in the province, an increase of 31.2% over the previous year.


The total tourism revenue for the year was 1091.1 billion yuan, an increase of 9.0% over the previous year, and 730 million tourists were received, an increase of 5.5%, of which 4.671 million were overnight tourists, an increase of 1.9%.


8. Finance, Securities and Insurance


At the end of the year, the balance of deposits in domestic and foreign currencies of all financial institutions was 13,129.9 billion yuan, an increase of 12.7% over the end of the previous year, of which the balance of RMB deposits increased by 12.8%. The balance of household deposits in domestic and foreign currencies was 5,373.3 billion yuan, an increase of 15.7%. The balance of loans in domestic and foreign currencies of all financial institutions was 12,175.1 billion yuan, an increase of 15.1%, of which the balance of RMB loans increased by 15.6%. By the end of the year, the balance of RMB loans of major rural financial institutions (rural credit cooperatives, rural cooperative banks, and rural commercial banks) was 1,647.2 billion yuan, an increase of 252.6 billion yuan from the beginning of the year.



By the end of the year, there were 458 domestic listed companies with a total financing of 1,140.8 billion yuan, of which 142 were listed on the small and medium board, accounting for 15.1% of the listed companies on the national small and medium board; 89 companies were listed on the ChiNext, accounting for 11.3% of the listed companies on the national ChiNext.


The premium income of the insurance industry was 262.7 billion yuan in the year, an increase of 15.6% over the previous year, of which property insurance premium income was 90 billion yuan, an increase of 8.9%; personal insurance premium income was 172.7 billion yuan, an increase of 19.4%. Payment of various indemnities and benefits amounted to 87.8 billion yuan, an increase of 15.2%, of which 58 billion yuan was paid for property insurance and 29.8 billion yuan was paid for personal insurance.


9. People's Livelihood and Social Security


According to a survey of urban-rural integration households, the annual per capita disposable income of residents in the province was 49,899 yuan, an increase of 8.9% over the previous year, or 5.8% after deducting price rise. In terms of permanent residence, the per capita disposable income of urban and rural residents was 60,182 yuan and 29,876 yuan, an increase of 8.3% and 9.4%, or 5.4% and 6.0% respectively after deducting price rise. The median per capita disposable income of residents in the province [7] was 44,176 yuan, an increase of 4091 yuan over the previous year, or 10.2%. The per capita disposable income of low-income farmers grew by 13.1%.



The per capita consumption expenditure of residents in the province was 32,026 yuan, an increase of 8.7% over the previous year, or 5.6% after deducting price rise. The per capita living consumption expenditure of urban and rural residents was 37,508 and 21,352 yuan, an increase of 8.4% and 8.3%, or 5.4% and 4.9% respectively after deducting price factors.


By the end of the year, every 100 households had 44.9 family cars; 72.3 computers, of which 62.5 were connected to the Internet; 245 mobile phones, of which 188.3 were connected to the Internet; 175.5 color TV sets, 105.6 refrigerators, 92.9 washing machines, 195.8 air conditioners, and 104.0 water heaters.


By the end of the year, 42.3 million people participated in basic endowment insurance, 54.61 million people participated in basic medical insurance, and the number of people participating in unemployment insurance, work-related injury insurance, and maternity insurance were 15.62 million, 22.57 million and 15.61 million respectively. The minimum monthly basic pension insurance for urban and rural residents was raised to 155 yuan per month, and the monthly pension for dependent relatives of employees who died at work was increased by 110 yuan per month.


By the end of the year, there were 655,000 registered people receiving minimum living allowances (excluding households enjoying the five guarantees), of which 194,000 were urban residents and 461,000 were rural residents. Payment for subsistence allowances (including various subsidies) amounted to 4.81 billion yuan, an increase of 6.2% over the previous year. The subsistence allowances for urban and rural residents had been integrated, with an average of 814 yuan per person per month. The central and provincial finances invested 4.05 billion yuan in subsidies, and 29,000 beds for the elderly were added in various institutions.


A total of 15.39 billion yuan of welfare lotteries was issued in the year, a decrease of 1.39 billion yuan from the previous year, and 4.50 billion yuan of public welfare funds was raised.


10. Education, Science and Technology


By the end of the year, the province had a total of 3,310 primary schools with 656,000 students enrolled; the number of primary students at school was 3.671 million, an increase of 1.8% over the previous year, and the enrollment rate of primary school-age children was 99.99%. The average school building area for primary school students was 9.9 square meters; the average number of books per student was 32.5; every 100 students had 21.1 computers; 99.8% of the primary schools met the standards for the area of primary school sports fields (halls). There were 1,744 junior high schools with 550,000 students enrolled; 1.637 million junior students were at school, an increase of 1.4% over the previous year, and the junior middle school enrollment rate was 99.99%. The average school building area for junior school students was 20.8 square meters; the average number of books per student was 52.8; every 100 students had 33.5 computers; 99.7% of the junior middle schools met the standards for the area of junior school sports fields (halls). There were 245 secondary vocational education schools in the province (excluding technical schools), with an enrollment of 199,000 students and 542,000 students were at school; there were 601 regular senior middle schools with an enrollment of 273,000 students. There were 784,000 senior middle school students at school and 254,000 students had graduated.


There were 109 general colleges and universities (including independent colleges and colleges to be established) in the province. The enrollment ratio for postgraduates (including part-time), undergraduates and junior colleges was 1:5.3:5.7; the gross enrollment rate for higher education was 61.3%. 31,771 postgraduates (including part-time) were enrolled, including 4,032 PhD candidates and 27,739 MA candidates.


There were 347,000 full-time teachers in primary and secondary schools in compulsory education, an increase of 2.6% over the previous year. There were 36,000 full-time teachers in secondary vocational education (excluding technical schools), with a student-teacher ratio of 15.2:1; the qualification rate of full-time teachers was 97.7%. The proportions of dual-qualified teachers to full-time teachers and professional course teachers were 45.9% and 84.8% respectively. Among the full-time teachers of general colleges and universities, the proportion of teachers with associate titles and above was 45.3%; the proportion of teachers with a master's degree and above was 85.5%.


There were 8,261 kindergartens in the province, with 1.937 million children in kindergartens, an increase of 0.2% over the previous year. There were 135,000 full-time teachers in kindergartens, an increase of 6,000 over the previous year; the qualification rate of kindergarten teachers was 99.99%.


The expenditure on research and experimental development (R&D) of the whole society in the whole year accounted for 2.6% of the GDP, an increase of 0.1% over the previous year. Of the general public budget expenditures of finance, science and technology expenditure was 51.61 billion yuan, an increase of 35.9% over the previous year.


There were 121 nationally recognized enterprise technology centers (including sub-centers), 4,806 newly recognized high-tech enterprises, with an accumulative total number of 16,316 valid high-tech enterprises. 12,779 high-tech SMEs were newly cultivated, with an accumulative total number of 63,677. The number of patent applications in the year was 436,000; the number of authorizations was 285,000, of which 34,000 were invention patents, an increase of 4.3% over the previous year. The contribution rate of technological progress was 63.5%, and 565 "Made in Zhejiang" standards were newly established.


11. Health, Culture and Sports


By the end of the year, there were 34,000 health institutions (including village clinics) in the province, including 1,374 hospitals, 1,092 health centers, 4,922 community health service centers (stations), 12,312 clinics (health rooms, medical offices), 11,593 village clinics, 100 centers for disease control (CDC), and 102 health inspection centers. There were 521,000 health professionals, an increase of 7.0% over the previous year. Of them, 206,000 were licensed (assistant) physicians, 220,000 were registered nurses, an increase of 7.8% and 9.1% respectively. There were 350,000 beds in medical and health institutions, an increase of 5.5%, of which 307,000 were in hospitals and 21,000 were in health centers. In the whole year, the hospital received a total of 299.85 million visits, an increase of 6.0%.


The medical appointment service platform of the province received 10.87 million appointment requests, of which 7.34 million were successful, an increase of 22.3% and 21.1% over the previous year. An average of 20,000 appointments were successful daily. There were 2.12 million new registered users, an increase of 19.6%, and the average daily registration volume was 6 million. In the year, 351 hospitals were newly connected to the platform, making the number of hospitals on the platform reach 850. 


By the end of the year, the province had 103 public libraries, 101 cultural centers, 1,375 cultural stations, 360 museums, and 58 art performance groups affiliated to various cultural institutions. The population coverage rate of broadcast was 99.73%, and that of the TV was 99.82%. There were 3,291 film and television production institutions, including 26 listed companies, producing 45 TV plays in 1928 episodes, 70 cartoons of 23,405 minutes long, and 87 films, with a box office revenue of 5.02 billion yuan, an increase of 2.5% over the previous year. There were 15 publishing houses in the province, publishing 107 newspapers and 235 periodicals.


Throughout the year, Zhejiang athletes won 13 world championships in various international, intercontinental, and national competitions, 33 World Cup rounds and series championships, 7 World Youth Championships, 15 Asian Championships, 13 Asian Youth Championships, 100 national champions in the first category and 119 national champions in the second category, and 98 champions at the National Youth Games.


By the end of the year, the province’s per capita sports area was 2.34 square meters, and the number of people who regularly participated in physical exercise [8] (including students) accounted for 41.8% of the total population, and the national fitness rate of urban and rural residents remained above 93.4%. There were 7 provincial-level national fitness centers, 61 fitness squares (sports and leisure parks) in the central villages, and 296 community multifunctional sports fields. There were 18 national-level sports reserve talent bases, 50 provincial-level sports reserve talent bases, 17 national-level schools for traditional sports, and 413 provincial-level youth sports clubs. There were 7 national sports industry demonstration bases (sports and leisure demonstration areas), 2 sports tourism demonstration bases, 3 national-level sports and leisure characteristic towns, 20 provincial-level sports and leisure bases, and 30 sports and leisure tourism demonstration bases.


The total sales of sports lottery tickets totaled 15.62 billion yuan, a decrease of 24.3% over the previous year.


12. Resources, Environmental Protection and Social Security


The annual average precipitation was 1950 mm (equivalent to 202.4 billion cubic meters of total precipitation). The total volume of water resources in the province was 132.1 billion cubic meters, and the per capita water resources were 2,259 cubic meters.


A total of 14.3 thousand hectares of afforestation was completed or renewed throughout the year, a decrease of 8.1% compared with the previous year, of which 6.2 thousand hectares were of artificial afforestation and 7.8 thousand hectares were regenerated. The forest tending area was 813,000 hectares, and 20.62 million trees were planted. 24 million precious trees were newly planted, with 297,000 mu of precious colored forests as a key project. According to the 2019 Zhejiang Provincial Forest Resources Bulletin, the province's forest coverage rate was 61.15% (including shrubs). 438 square kilometers of soil erosion was brought under control.


By the end of the year, there were 10 meteorological radar observation stations, 15 satellite cloud image receiving stations, and 3,082 regional automatic weather observation stations. The average number of haze days in the year was 37, an increase of 15 days over the previous year. The annual PM2.5 concentration in the ambient air of 11 cities with districts averaged 31 micrograms/m3, a decrease of 3.1% from the previous year. The percentage of days with good daily air quality was 76.7%-98.1%, or 88.6% on average, a decrease of 0.4% from the previous year. The percentage of days with good air quality in 58 cities above the county level was 77.3% to 100%, or 94.0% on average, a decrease of 0.2% from the previous year.


Among the 221 provincial-controlled sections, sections with Grade III and above water quality accounted for 91.4%, an increase of 6.8% over the previous year; sections meeting the target water quality requirements of the water environment function zone accounted for 95.9%, an increase of 6.3%. Judging by the standard water quantity, the water qualification rate of the main centralized drinking water sources in 11 cities with districts was 98.8%, an increase of 1.8%; the water qualification rate of centralized drinking water sources in cities above the county level was 98.9%, an increase of 1.9%. Judging by the number of standard water sources, the water qualification rate of the main centralized drinking water sources in 11 cities with districts was 95.5%, an increase of 5.0%; the water qualification rate of centralized drinking water sources in cities above the county level was 96.7%, an increase of 2.2%.The water qualification rate of the 145 cross-administrative river junction sections was 96.6%, an increase of 6.3% over the previous year. A total of 20 red tides had been found in the coastal waters, with a cumulative area of about 1,857 square kilometers, of which 4 were harmful red tides covering a cumulative area of about 255 square kilometers. Compared with the same period of the previous year, the number of red tides detected increased by 2, and the cumulative area increased by 788 square kilometers.


The urban (county proper) sewage discharge volume was 3.83 billion cubic meters, an increase of 2.7% over the previous year; the sewage treatment volume was 3.70 billion cubic meters, an increase of 3.7%; the sewage treatment rate was 96.48%, an increase of 0.85% over the previous year; the harmless treatment rate of urban (county proper) domestic garbage was 100%; the water penetration rate is 100%; the gas penetration rate is 99.93%; the urban (county proper) per capita park green area is 14.07 square meters.


Totally there was 1 national ecological civilization demonstration city, 18 national ecological civilization demonstration counties (cities, districts), 7 national practice and innovation bases of “lucid waters and lush mountains are invaluable assets”, 5 provincial-level ecological civilization demonstration cities, and 45 provincial-level ecological civilization demonstration counties (cities, districts).


The energy consumption of industrial enterprises above designated size increased by 3.3% over the previous year, and the energy consumption per unit of industrial added value fell by 3.1%. Among them, the energy consumption of enterprises above 1,000 tons and key energy-consuming enterprises increased by 2.0% and 2.5% respectively, and energy consumption of per unit industrial added value dropped by 3.3% and 3.5% respectively.


There were 1,463 production accidents (including industrial, mining and commercial enterprises, road transportation, water transportation, fishing vessels, railway transportation, and maritime traffic accidents) throughout the year, with 1,292 deaths and 593 injuries, a decrease of 35.7% and 34.2% and 24.8% respectively over the previous year. Among them, there were 1,110 accidents in road transportation, with 897 deaths and 487 injuries, a decrease of 37.2%, 38.0% and 28.4% respectively over the previous year.
